well, not something i ever thought about, but yeah this looks like copy paste. so it seems like they didn't design all multiplayer levels from scratch.

I thought everyone knew the original multiplayer maps were sliced out of Downtown?
Hidden Surprise is the North-East corner of Downtown.
It's possible they were separated quite early in development? The GTA2 multiplayer levels have simpler geometry and texture usage than final Downtown. You can see how much more was possible in the texture set and map editor features in the end. (I tried to push this further in my Tiny Arena variants.)
It reminds me of how simple the (seemingly unfinished) Manchester multiplayer is in GTA: London compared to the main London main. And how simple London is when compared to GTA1 Vice City's texturing and railway, San Andreas's hills or Liberty City's river edges and bridge structures.

If you open the multiplayer maps in DMA map editor on PSX compression (CMAP 16-bits), you will see the maps at some point of the development. Looking at the tiles that were used, I guess the devs who made the multiplayer maps initially didn't know how to use the tiles, since there are some weird placements such as using roof tiles on pavement etc. I'm considering restore them.
Tiny Town had a little depression, a bump and two blind roads, which were connected in the release version. Hidden Surprise was bigger, the south of the map was totally reworked. Face Off was even more bigger.
