Updated forum software to phpBB v3.0.11

Just updating because I like to break things. v3.0.11 isn't new, it was released 2012-08-25 but since I was using v3.0.9, I figured it was time to update.

edit: I didn't get around to updating in 2015, so let's see if I do it in 2016.
