EXEC lets GENERATORs create a weapon in singleplayer right after the game starts, in stead of after the minimum delay. In multiplayer, GENERATORs do this by default. You'll also need STYed (not STY Tool!) to export and import palettes from and to a GTA2 style file. I use Paint.NET to edit images, and then Paint Shop Pro 7 to convert them to an existing palette or group several images together to create a new palette. Perhaps simply all cars (except government vehicles, etc.) spawn in all Districts in the DC-version, just like all cars spawn in multiplayer?

Seems like the DC-version has the same vehicles, but they appear in different sets. The Benson, Box Truck and Bulwark don't spawn in the Downtown District in the PC-version.

no-sink flag: if the flag is set for a car it doesn't get slowed down or sink when driving on water. This could be used to make hovercrafts. Recreating them with resprayable palettes isn't that difficult, it's been done before. does anybody need a tutorial for this, or is there already one? Here you go. I quickly threw together Larabie's Rumbler. It has a correct palette, but the original delta's. It could be done better, of course, but...

That's not an original png version: it's just the jpeg saved as a png. Actually, it's probably the same image I made for WikiGTA, ripped by the guys of Wikia. And using the default delta's would look horrible.
