Many threads are old. Gravedigging is not allowed if the new topic provided is important for the community ?

Replying to old topics is fine if that is the best topic about that subject, imho. (Especially if it turns up on 1st page of web search results.)
Your reply must add something which has not already been said, same as any reply really. (Don't simply 'bump' old topics - we 'pin' the ones which really deserve permanent prominence.)

Yes on this forum, you are allowed to add to old topics and answer old unanswered questions. Sure the original poster might not be around but someone else might have the same question and find it with a search engine.

On big forums there are too many people who are not capable of looking at/understanding the dimension time in conversations.
And because in the history of software development and policy everything is always being adapted to the DAU there is a rule that forbids posting in old threads alltogether.
