Yes I know it. It's probably the most classic and iconic unofficial GTA1 car editor going, surprised even the original website name still exists for it! This has been around for absolutely ages!
Edit - I didn't know the guy who made it is now selling it for the newer versions

Blast from the past! Funny thing: the gtacars website is still up, he even updated it a few years ago - must have been very recently, and made it free (plus paypal donate option)

Long time no see Jernej! Hope you're keeping well. Surprisingly I still check in from time to time, hard to let go of the old GTA series.

Long time no see indeed! well, i'm doing well, was stuck for a lot of time in sa-mp scene, but am now planning a sort of retro comeback
