How do I change what vehicles are spawned in the district?

It seems that the .STY file is responsible for the on-street car set, but when I open the .sty file in the editor, there is nothing of a kind; at least the quality parameter seemingly responsible for the spawn rate is nowhere to be found. Is that accessible at all with any existing tools?

I have thought of trying to create a custom GTA2 map for sometime. How do I start with this? I've tried the official map editor, but it seems really unusable with the tile menu blanking out. Has the "Epic Map Editor" gotten mature enough? If so, are there good tutorials how to ...
