Text on the back of GTA2's big box edition says there are over 120 cars in the game, but there always were only 82. Did they think nobody would notice anyway or some of the cars were cut out before the release

You are correct, there are only 87 cars, out of this about 10 are wrecks and 4 cars are not used at all (cars 9, 15, 20 and 43).
