Should be possible if you modify the palet which is in sty file AFAIK. But you might experience some weirdness on other colors as well if they use the same palet...

And yes you should be able to do this on sty tool.

3 bugs left... 1. Lighting is super confusing due to floating point hacks, see screen shot. Struggling to get this one working.. 2. Main menu graphics colours are wrong - should be easy to fix. 3. The texture cache is always missed, probably doesn't really matter on modern hardware.. Epic progress!...

Nope its not, but maybe it will be some day... although, i would rather like to rewrite it, since its a mess :D There are however few nice functions for reading/writing the files for GTA2 maps.

I had similar plans before when i was making the Epic GTA2 Map Editor, but didnt really have time for it either... could speed up map making a lot.

Would be interesting to actually rotate the map data, Rotating screen (some drivers have Ctrl+Alt+<arrow> bound to this operation) is muuuch simplier. Yeah it is simpler, but the text and other UI elements are upside down too. Although, that could be hacked by flipping the sty-file images for fonts...

Would be interesting to actually rotate the map data, many games have this feature. I just feel like the map format doesnt actually allow this completely, since i think there are some blocks that cannot be rotated to all directions (GTA2 own bugs, or features).
