The chorus has a bit where some long synthesiser notes blend into some short trumpet notes. That's a very similar pattern to a track in GTA2.

Seeing this thread comes up as the top search result on Google, I feel I should add the info here to save other people's time searching around for it.
It is actually a sample taken from the 1979 track Strategy by Archie Bell & The Drells. I am surprised how few times they actually play the snippet in the original, as I feel it is the most catchy part of the song.
The track played in GTA2 was a mix by Kevin Yost called KY Funk 'n' Stuff.
