What is this sound? I don't hear anything in-game if I put it on my map and there isn't such sound in audio if I open it with GTA Wave.

It's either a sound that doesn't exist or it has another name. Unfinished feature.

Well, it's placed on Industrial District in some sort of buildings with water in Russian Mafia district. Probably has other name, no idea what it could be though.
