B-$hep managed to pass one of the hardest Kill Frenzies in GTA2 without using cheats. Destroy 20 cop cars in 60 seconds with rocket launcher. You can't get that many cop cars to appear during battle, so it requires some setup before you start. Setting up 15 cop cars before starting is normally very difficult since some vanish when they go off screen. Fortunately, if you damage the cars, they will be less likely to vanish.
